Jamaica Marriage License Application
The licence to carry a firearm for personal use is called the Firearm User’s Licence. This licence allows an individual to own and carry a firearm in Jamaica under the conditions specified in Section 28 of the Firearms Act.

Application Instructions
Government of Jamaica Registrar General’s Department Application for a Certified Copy of Marriage Certificate Form MARREQ Rev. The more accurate information provided, the better chance for prompt and accurate service. Fields outlined in red are mandatory. The copy of the marriage register you're given with a flourish at the end of the ceremony isn't your marriage certificate, though. If you didn't get one of those while you were still in Jamaica, you'll need to order it afterwards through the country's Registrar General. Both you and your intended spouse must appear at the office of the city clerk in person, together and at the same time to obtain a marriage license. However, the application can be started online and ready for you when you arrive at the Clerk’s office. Your photo identity documentation must be current and valid.
The Firearm User’s Licence Application form may be downloaded from the link below or collected at any of our offices across the island.
A single application form should be completed in the Applicant’s own handwriting and delivered to any FLA Office with following supporting documents:
- Two (2) Passport photographs certified by a Justice of the Peace. NB: stamp should include the JP’s registration number. Photographs are to be taken on white background.
- Two (2) recommendations from any of the following categories of persons;
- - Minister of Religion (must be a Marriage Officer)
- - Justice of the Peace
- - School Principal
- - Gazetted Rank Police Officer (not below the rank of Deputy Superintendent)
- - Attorney-at-law
- - Medical Doctor
- - Resident Magistrate
- - Member of the J.D.F (Major and above)
- - Member of Parliament
N.B. All recommendations are to be addressed to the Firearm Licensing Authority. Applicant must be known to the referee for at least five (5) years.
- - Proof of Age (Passport or Birth Certificate. Original and Photocopy).
- - Proof of Income (Original and Photocopy):
- If Employed, take pay slip or letter of employment. Forthnightly paid persons should submit the last six(6) payslips. Monthly paid persons should submit the last three(3) payslips.
- If Self-Employed/Business owners, take a valid Business Tax Compliance Certificate (TCC) and a valid Individual Tax Compliance Certificate (TCC) is required where the applicant is a business i.e. a Company, Sole Trader or Partnership.
- - Original and Photocopy of both the Licence Fee Receipt and Fingerprint Receipt MUST accompany the application package.
- - Members of the Jamaica Constabulary Force and Jamaica Defence Force are to submit a letter from their commanding officer (to be enclosed in a sealed envelope).
- - Justification letter stating the reason for the application.
Method of Submission
All application Form(s) and supporting documents are to be submitted directly to the Firearm Licensing Authority at any of our locations across the island. Applications may be submitted in person or by registered mail.
Fingerprint Requirements
All applicants are required to obtain a Fingerprint Receipt from any office of the Inland Revenue Department (Tax Office) and complete the fingerprinting process at the Criminal Records Office. The Criminal Records Office will indicate on the Fingerprint Receipt that the fingerprint process was completed. Said receipt MUST then accompany the application package.
Licence Fee Requirements
Licence Fee Receipt(s) is to be obtained at the Firearm Licensing Authority. Debit Card, Credit Card and cash transactions are accepted at the FLA. The application fee is JMD$12,000.
Recommendations
Recommendations and Authorization Letters issued more than 6 months prior to the submission of the application will NOT be accepted.

All aspects of a wedding ceremony are considered very important to its intended outcome; the venue, catering, decorations etc. But none is as important as the marriage officer - there is no marriage without a certified marriage officer.
It is an esteemed position that provides you the privilege of not only getting between two lovebirds during a wedding ceremony, but having a memorable impression on their lives.
So if you have ever considered becoming a certified marriage officer in Jamaica, allowing you the honor to officiate the holy matrimony of others but not quite sure where to begin, the following is the information needed.
But first though..
Who is a Marriage officer?
By definition, a marriage officer is anyone who is legally authorised to officiate a wedding ceremony. It is a minister who is licensed by their state to legally marry two individuals.
And what (else) do they do?
Roles of a Marriage Officer
The role is extensive, but includes:
- Guiding couples on their journey to marriage. They help to give the couple an idea and understanding of the lifetime commitment they’re about to make.
- Perform wedding ceremony. This is self- explanatory; they are in charge of the flow of the ceremony, the vow exchange etc.
- Signing Marriage license. This is to authorize and legalize the union of the two persons.
- Providing pre-marital and spiritual counselling to the couple. This is extremely important to set the groundwork of the marriage. It aids the couple with clearing the air and planning their future together.

So exactly what are the steps to becoming a certified marriage officer?
How To Become A Marriage Officer In Jamaica
- First you must first be a Minister Of Religion.
It is the first prerequisite in Jamaica. - Assuming you have the primary qualification, you are then required to submit the following documents that are necessary to begin the process to the Registrar General Department. These include.
- A letter of application in your (the applicant's) handwriting. It is to include the address of the church or churches and the number of members in the congregation(s).
- Your Birth Certificate
- Any documents noting a change of name ( deed poll, marriage certificate or adoption certificate)
- One (1) passport sized photo
- A Resume
- One (1) letter of recommendation from the head of your denomination, &
- Two (2) letters of recommendation from two other ministers of religion who are currently marriage officers.
- A letter of application in your (the applicant's) handwriting. It is to include the address of the church or churches and the number of members in the congregation(s).
- You will then be interviewed.
If the applicant has a first degree then he/she is exempted from the required test. - The police will conduct a background check on you.
- Once approved, a recommendation for the appointment will be submitted to the ministry of Health for approval and gazetting.
- Final Process - Training
Upon receival of the gazette of appointment for the Marriage Officer, the Registrar Generals Department (RGD), will then contact you and invite you to a training seminar.
This seminar would include training in all aspects of the marriage act including role play, marriage officer’s identification, Marriage Act
and The Marriage Manual.
Note that a fee is usually charged for the seminar. - That's it, Congratulations!
After all these steps you can be finally registered as a Marriage Officer. You will then receive marriage registers and the required forms to conduct a marriage. Good luck and enjoy :-)
